Looks rough but only superficial surface specs, some nice brillo pads/wire wool would bring her up looking smart real quick

The one way I know of to tell if this is a 77 or 78 is the speedometer. On a 1977 the cable will come out of the speedometer at a 90 degree angle to the speedometer housing. On a 78 an 79 the cable will be racked down towards the front hub.
