What doesn't make sense to me is that the animation style (and to an extent, the voice) for Bart is unlike what was around in the shorts in 1988, but closer to around 1991. But what does make sense is that I don't recognize any of the students in the background. Chin-boy on the right is pretty creepy. And the guy on the far left looks as though he's about to die of a heart attack.

I do agree about the voices. Pamela Hayden hadn't quite worked out Milhouse until about Season Three (he had a rather deep voice beforehand) while here he has his final voice. His wimpy personality wasn't really there for a while either, he was just part of that trio of boys Bart hung out with early on, unless it was something in the concepts they didn't get round to yet (I know Ralph went in and out with his final character as well).
