Looks like New Orleans in the 1980s alright. I was in high school and college there in those years. I ended up working in the French Quarter for 8 years in the 1990s.

After 1987. The Lucky Dog cart is the post 1984 style, and the sign at St. Peter & Chartres is also marked as "Jean Paul Deux", commemorating the Pope's visit in Sept. of 1987.
