19:38 The examiner intended to ask the candidate to report a person’s opinion. Usually, what a person thinks about a particular thing is relatively static. In most cases, it won’t easily change in a short time. That’s why the examiner used the simple present tense here. 19:58 The examiner intended to ask the candidate to retell a person’s words. The verb “say” in the question refers to an action that occurred in the past. That's why the past tense should be used here. In my opinion, what Mr Lau intended to emphasize is that the tense used in the answer should be consistent with that used in the question, whichever tense the examiner uses.
