Should be under the steering wheel, possibly behind the plastic shrouding which you wouldn't need to take off.

@@hannibalgenial7938 Welp, what I can tell you is that in 2003 things changed to a new bodystyle. Just get your head by the pedals flipped upside with a flashlight and start lookin around. Or just take it to autozone? They do free diagnostics(read cel's).

Check the ecu fuse. I hope you didn't try this while it was running.

This is OBD2, there should be methods for obd1 and 0 but its a little more complicated.

Ian Campbell this method is for obd1, what i wanted to know is can this same method be used for obd2 like if my accord has code 9 do i look under obd1 flash codes coz obd2 would be p1381???

@@dillzkanahele5290 Hondas from 96+ have Obd2. Previous to that everything is located passenger side with a smaller (i believe 2) prong connection.
