That was a dream car for me back when I played Gran Turismo Miss those days this car is sick basically the same thing as an IS300 I've only seen one of these in person once

I think that the sharkfin is an antenna. Many cars in europe went to this style instead of one in the rear glass or older style thin antenna

Rear left side panel / wing has different color :) i can see fading into the door and its so noticable.. bad job fading and choosing color. PS! im painter

I’ve seen a few of these in the states (America) now for 19k-22k. Is this pretty common going rate for getting an rs200 over here?

Not sure I've only seen one and it was 6k shipped to the tx port. It had 68000 miles on it. However this one in the video looks nice and modded but the one I saw was simply an average commuter car even had dust still inside but no mechanical issues or wrecks.
