Can you use thinner on a black plastic bumper?

The bumper I cleaned up in the video is a plastic bumper under the paint. To be cautious test on a hidden spot first to ensure it’s compatible with your part.

I used a 3M fine Scotchbrite pad (light sand paper is fine too) , general purpose paint thinner (other solvents will probably work) and rustoleum multi purpose clear paint.
