Whether it needs to be reverted back to the temple is a matter which the hon'ble SC will decide, but claiming that it wasn't built on the ruins of a temple can be the claim of only an ignorant (or a bigot) person, since the nandi bull of the original temple still remains there, and points towards the mosque. And in all Shiva temples, nandi faces the Shivlinga only.
