Definitely works, but make sure you are using your finger and not the stylus

GoodNotes doesn’t have a layering feature, which means that anything you add first will be at the bottom. You’ll have to make sure to add text after the stickers. 📝

Do you have iOS 16 installed? For me it works on any image in my gallery, and on the Pinterest website in Safari.
