It's a Augmentation Evoker, his dmg isn't low, the point is, he is a buffer, you can see on details that he has a full colored bar and also a smoth transparent bar, the transparent bar is the dmg the other player's are doing because of his Buffs

​@@user-bm2xk1qu7m actually details is not an accurate representation of augmentation contribution. To know a better idea you must examine logs. It is not uncommon for aug to actually be the top dps, especially in mists where the pulls and bosses heavily favour aug.

I think the holiday buff is ok, but I think peeps that exploit should get ban hammer last week of the season and their runs deleted. That would send a message.
