To go with the "no glowing effect on bedrock edition" a potion that is on bedrock but NOT on java is the "potion of decay". A potion when applied gives the wither effect just like getting hit by a wither skeleton on java. There is also the "Potion of Decay II" which gives you the wither II effect. Your welcome.
