At 9:40 Tony describes that he was not able to shoot as far as he would have like because his rings are too low. This is a mistake because ring height has nothing to do with how far you can shoot. What he is meaning to say is that the rail on his Tikka Tac A1 is a flat or 0 MOA rail which fails to maximize the total amount of elevation adjustment in his scope. To make matters worse, the scope he's using, a Vortex Viper PST Gen 2, has only 70 MOA of total elevation adjustment whereas most premium scopes will have 100-120 MOA. Together this prevented Tony from enjoying the full range of his rifle.
