Probably because there's no budget travelers, only people who go on safaris and stuff, there's no demand for hostels etc. Locals don't really have the means to travel either so all the visitors they get are on the more high end side. Also inflation doesn't help

In most of Africa hotels are expensive compared to Asia and South America. There isn't the same hostel vibe, cause of way fewer young tourists/backpackers. I went to East Africa for 3 months with some friends, and actually the cheapest hotel we slept in was a place in Zanzibar. Even Though Meals, drinks and other stuff was way more expensive in Zanzibar than any of the other places we went to (Mainland Tanzania, Kenya and Rwanda). Have a great day!
