Each person has a unique running style. There is no right or wrong time for holding your head down. Drummond is one of the best starters in history and that is because of how he runs. When you are explosive out of the blocks like he is you let your body naturally do the work. That means you pull your head up when your body tells you.

The media tries way too hard to create controversial rivalries between sprinters & any great sprinter understands that if you concentrate on other's then you're not focused on what's really important, and that's your own personal phases of a race to run your fastest. And this has absolutely nothing to do with other sprinter's! But hey, they do have to try to sell the sport to create buzz and money, and this means drama!
