Dorsey had a weak arm and wasn't physically gifted like Kosar or Vinny. But he was little different than pocket passers like Erickson and Walsh, who also won titles. Dorsey was probably the smartest QB and greatest leader UM has ever had behind center as evidenced by what he's done in the NFL, coaching two different guys into Pro Bowl QB's and an MVP. The weak link was the O-line. The loss of Gonzalez, McKinney and Bibla to the NFL kneecapped what the offense was able to do. So no, I don't think the two-time Heisman finalist and former Maxwell winner was a weak link on any of those squads. The offensive line's slide into mediocrity began in 2002.
