"power outlet" for 2009 ... fuse is under hood but outlet itself is in the Armrest / console

I can not find a power out let on my 2020 toyota Carolla. I did not ask about fuse box. Maybe key word search is wrong but a 12 v outlet is not the same as a fuse.
