I'm not sure how it works in Japan but in Canada as long as your car has insurance you're good to go, we don't have inspections either

The Alphard is still "too dangerous" for USA roads, according to the government... at least for a few more years. This one is going to Canada where the government deems it to not be dangerous anymore. We have dumb protectionist laws disguised as safety regulations because our political betters like lobbyists.
