It's a resonator for the intakes on these cars. Seems to be pretty common with Hondas. After browsing on some forums, some people say it's necessary to have and others say it isn't. Check the 2 tabs at the top. They hold the bumper in place so you can put everything together.

It's just a Phillips screw.

That depends on how many clips are broken. You can resuse the clips if they are still in good condition. As far as the size, I'm not sure. I just went into the clip kit I bought and found the one that would secure the shields properly without moving.

The dealership. The clips in the description worked perfectly for me. If you want factory replacement parts, you need to go to a dealership or find a Honda parts retailer online.

After doing some research, I don't believe you can. I think the 2008-2010 bumpers and grilles need to be paired together, and the 2011-2012 need to be paired together.
