I play young soccer so idk if the rules are there same, but isn't the goal keeper not suppose to move before the goal is kicked? Shamrocks fourth kick, Sligos keeper moved before the shamrocks kicker made contact... So was it legal? Or should the shamrocks have been given another chance?

These are rules that are implied but not really enforced. Your also not to come off the line until the ball is kicked but all four kicks he crossed the line before. Even the shamrock rovers goalkeeper did the same.

Nope, the rules changed in 1996 after the European Championships, goalkeepers can move behind and along the line as much as they like before the penalty is struck. Both feet do not have to be on the line before the ball is kicked, only the back foot must still be on the line when the penalty taker strikes the ball. Goalkeeper movement on a penalty means it's inevitable that the momentum will carry them forward, therefore, only the back foot has to still be on the line when the ball is struck. The forward foot/leg can be as far off the line as they like :)
