Agreed, the rear vents are brake coolers. I own a 2011 GS in supersonic blue. This guy doesn't know the car at all and just rambles.

Butterfly valves are most likely not stuck. More than likely the fuse was pulled so they stay open at all times. It's fun and easy to do, but does give a bit of drone noise. Yes, it does put a smile on my face when I drive mine.
