Can someone explain why phelps swam in the 100 relay without qualifying in trials?

+Robert L Michael Phelps has, for the majority of his career, always been the USA's 2nd or 3rd best 100m freestyler, even though he doesn't swim that race at meets. His inclusion in the relay was completely justified anyway as he swam a 47.15 which was the 2nd fastest in the entire race, only bettered by Yannick Agnel's 46.8.

Fina just made a new rule stating that they have to qualify now. It wasn't created until just a month ago or somewhere around then.

They did the same thing in track. For years you had to compete in the open 100 or 400 to qualify for the relays. However, in recent years they have been going with whoever was available.

@@marlingod yet phelps was on relay team in rio.... The rule says you must qualify the A standard timings in a particular event to participate for relays...

@Evan Dykstra He might have, since 48.99 wasn't that crazy for him in season, but the rule is that you need to swim the B standard for the relay leg or be qualified in any other individual event. So for example, if you are qualified in the 1500 free, you are allowed to swim in your countries 4x200 free relay even if you haven't reached FINA B standard.
