Well, just did this and no screwdriver was needed. Every single one of these can be done one handed with your thumb. They are all push style catches. The yellow ones have a sliding safty.

the latching mechanisms should have all been the same, so frustrating, im dealing with a 2005 outback that I am trying to detail clean the carpet, but this may still help with that year, thanks.

Where (and which one) is the electric connector under the seat that controls the seat belt chime and how is that connector decoupled?

I'm not sure which connector is for the belt chime, but this video shows how to disconnect all of the connectors that are under the seat of a 2017 Subaru Outback. You could use a process of elimination, but it would probably be easier to figure it out online first. If your intention is to disable the bothersome seat belt chime (in the event you're foolish enough to not wear a seat belt) there is probably a fuse you could pull to accomplish that. It is the small black one and it is a normally open switch, disconnecting will not stop the chime.
