There was an online tournament a couple months ago you needed to qualify. It is official as far as the Pokemon Company is putting it on.

@@jessejames5173 The fact that it had Follow Me. It's an egg move it had in Gen 7, but in this gen it lost the move. It can still have follow me if you transfer it directly from Sun/Moon games, but since it wouldn't have the galar symbol pokemon need in order to enter most ranked based games, it can't have it. Thus, making it illegal in competitive play

Jesse James Riolu lost Follow Me in this generation. That Riolu was caught in an older generation, transferred to SWSH through Pokemon Home (while it had Follow Me), and was never legalized with the “Battle Ready Mark” which would have erased any older moves that it no longer has access to. And since this was an exhibition match, the match rules didn’t check the legality of the Pokémon for you. It just connects the two players and lets them play.
