It's certainly rare to see a freeway through a city in Europe. It's crazy how close to the river it is, so I'm not surprised that the road is closed from flooding. But I'm sure the residents of Saarbrucken would appreciate a tunnel as that would allow them to have their waterfront back. When Seattle tore down the viaduct on the waterfront after it was replaced with a tunnel, it made the waterfront so much nicer!

As a resident of Saarbrücken, I can confirm that the entire city would be enormously improved if the motorway ran through a tunnel. A highway through the middle of the city is not only ugly, but also loud. Unfortunately, a plan for a tunnel fails because of money. It is also true that there is a problem with flooding in winter. As a result, the highway is closed 1-2 times a year.
