That might sound like a stupid question but why would you do that over just drawing a 2d character into a software like animate cc or toonboom?

Maya is my software of choice. I started doing this in Toonboom but found that I have more rigging options and animation tools in Maya. It's just a personal preference.

Arnold works really well with these types of rigs, and you can use surface shaders for a flat color if you'd like.

Ah, i really want to make flat puppet theater kind of animation. So this is really helpful, thanks. Is it possible to convert 2d drawing into maya?

I don't see a way to generate geometry from a drawing (like how you can use Illustrator to create vectors from raster images), I'll look into it but I don't think the results would be very useful anyway. I bring in drawings as a texture map or imageplane, and then build the geometry over them by hand. If you want to use your pencil drawings for the final look of the character than you can apply them as a texture map onto flat geometry and rig that.
