No fishing off the beach is crazy. I live at the jersey shore and there's fishermen up and down the beach all year long! Even when the beach is packed!! Also we pay for our beaches like have to get a daily or seasonal badge but if you're fishing or surfing they technically can't charge you!

It's a defence thing. If a larger predator hits it, it only gets the tail and not the head of the fish. Tail injuries are easier to recover from.
