Sir since you are taking epsilon closure after transition than, what is the reason to take all those states to be final which has final state in their epsilon closure? Because if we are taking epsilon closure after transition and if it include epsilon closure than we are showing a corresponding transition in the table of new NFA. So what is the reason to take all those states to be final which has final state in their epsilon closure?

Bro it is usless to do that.... because DFA are important to us and NFA are used to design DFA....NFA is not efficient as it won't be able to decide which state to reach on any move

Final state will be mentioned in the question by either transition table or transition diagram.
