They're LED bulbs, has something to do with the frequency of the lights and camera speed, I think.

Led bulbs strobe insanely fast, and the camera on your phone ends up overlapping with the flash of the bulb, so the cameras open while the bulb is off and then the bulb flicks on for a moment
