I think the best strategy to this is just knowing that this is the strategy. Just know which 2 champions can be played together like this and who is abusing it in their match history. Then sit between two lanes and match them 2 2 once they jump into your base and attempt to proxy. Let minions hit their first auto then fight them between minions. Dont give them the wave or make it very not worth. You always will win if you know the strategy because they pull minion agro and its 2 v 2 level 1. If they die they also have to reset back to lane. Or if they attempt it again put wards your side of the jungle at the midpoints and match again to keep them level 1 until they play normally.

the best strategy is to just stay in lane and farm under tower. enemy team will be ultra useless, while your team is 5 man strong. Enemy can never push towers because they are level 1. This strategy should never work against standard lanes.

This strategy has always and will always have the easiest counter in the world, and that's mirror proxying. Your teammates are level 1 and can't prevent enemy proxy, which gives enemy jungle infinite space to invade and farm your level 1 teammates if they aren't already being dove.
