He told you, 1 3 5 are stable for certain scale. Chords with this notes are more stable than chords with unstable notes. Stable notes over unstable chord lose this stability. Unstable notes over stable chord feel better. Read about this deeper, like 2th is supertonic, 7th leading tone.
