In my opinion, the best Batman Beyond villains are Blight, Inque, Shriek, Royal Flush Gang, Mad Stan, and Mr Freeze. Technically freeze is a Batman Beyond villain, just not for long. But the time he was on the show, was amazing. Mad Stan I thought was different from other Batman villains. He’s all about anarchy and toppling the system, plus his obsession with accomplishing these goals by blowing stuff up and screaming at the top of his lungs about it is funny to me.

To be honest Batman Beyond villains are kind of boring and uninteresting. Bruce's villains were more human than them and they were interesting and each of Bruce's villains were a dark reflection of Bruce and Batman. Beyond villains were mostly bad businessman in villains that misuse technology.

Bruce’s villains had like 60 years of history to shape their characters, while most beyond villains were made for the show. If they used the original versions of Bruce’s villains then the same critique could be used then.
