Besides Gakuganji, none of the Jujutsu higher ups really had any remorse or empathy for a lot of their actions. It's why one of the first things Gojo does after getting unsealed is to have Okkotsu and Inumaki kill all of the higher ups, so that they wouldn't be around to cause problems in the future.

She knew she was going to die, but was so happy when Geto offered to give her a second chance at life. With the fish they just have different fin types. The Gojo fish has a Halfmoon/Rose tail and the Geto fish is Crown tailed. Both are healthy for their type. I think the reason Riko didn't got turned into a cursed spirit is because when she died she doesn't have any desire or was waiting for something she haven't got yet. Before Rika died in jjk movie she had the desire of love, to marry Yuta when they got older.
