Based on what the CBT explained, if system b fails, the PTU Control Valve can transfer the system A pressure to system B and uses system b fluid to supply pressure to L.E slats, flaps and autoslat system. Looks like system A failure is more critical than B

2:30 so basically the PTU can only operate with flaps 1, 2, 5, and 10? (provided the other 2 conditions, flight and low pressure system A) Why is it set like that with the flaps?
