Blame the Super Friends cartoon. In it, the Hawk couple weren't allowed to use their maces to fight evil. That reduced them to just flying, making their inclusion pointless. Fun fact: that cartoon was also responsible for Aquaman's poor reputation since it reduced his powers down to "talks to fish" and "won't drown".
