Isnt it a discrepancy if you use a hand jammer to send down his lines because of the damage the teeth would do during a possible rope failure?

You need a toothed device to haul. It's the exact same thing as using a basic to haul a casualty up. Which is what most places teach. Toothed devices only damage a rope when they expose the rope to more than 4kn of force
