It sure is. It’s factory set for a partial choke / slight gap at minimum or else you could have no air at all on idle - this thing gap is the set screw on the IAC itself I refer to in the videos). The rotary valve should rotate perfectly freely through its whole range though. If it doesn’t then it needs any coked contaminants cleaned (just like you would with the throttle body).

It’s an auto choke for starting when the engine is cold. It adjusts allows limited more air in, which the ECU compensates with more fuel, thus effectively adjusting the air fuel ratio (effectively making the mix richer). You do the same manually with a lever or pulled shutter on a petrol lawn mower, generator or chainsaw etc. albeit by a completely different mechanism. In this case, once the engine warms, the ECU automatically adjusts it depending on engine temperature now allowing less air, and thus less fuel via the ECU (leaning the ratio out again) - this maintains a smooth and correct idle rpm. At start-up the throttle plate is closed allowing electrically metered air via this whole mechanism. When the throttle plate is opened via the accelerator cable, the throttle valve vacuum line drops pressure and the diaphragm spring returns its push rod to rest position on the 'other' (non-idle) positional stop screw; this means the main throttle body takes over delivery of much larger quantities of air as per the accelerator pedal and bowden cable position.

It’s interesting to think of the differences between fuel injected and carbureted engines when it comes to choke plate mechanisms. In carburettor engines the choke plate is above venturis. When the choke is closed, it causes faster air flow and consequently a low pressure area in the venturis whichs draws out additional fuel. The rich mixture is easier to ignite when the engine is cold. In fuel injection, the IAC allows more air to the engine and the ECU compensates by adding additional fuel to make a rich mixture.
