Another great one that has free and a payed version is Deelay by sixth sample. It’s like Valhalla supermassive but with more control

I think H-Delay is a solid analog delay plugin. It of course has all the essential delay controls, but the tone it gets you with the Lofi switch is where it shines. If you got it, than you're in a great place!

If you want options for all of those plugins, I would try out Guitar Rig 6 Pro. It has a tons of great effects, and presets.

Good question, I think dotted eighth is very common with Delay plugins now. So I'm sure most, if not all the ones listed here can do it.
