I'm Japanese and I saw this film in Japan, but it still was quite obvious that how Fires were treated in Element City was reflecting how Mexicans are treated in the US. I've realized it when I saw Wade's family members looking kinno surprised to hear Ember speaking without Fireish accent. That seemed a bit awkward, coz that moment gotta be caused because of their prejudice they have for Fires. OF COURSE Ember can speak fluently, she've been living in that country for her whole life! When the water police said that, I felt the same trauma that ember delt. My parents went through the same thing in local parks like zoos, conversational, and others. There was only one question they asked a staff member what a word meant and what directions to see the giraffes(I was 7 at the time). And the person was very disgusted possibly by my parents accent. That staff member said to go back to your own country and escorted me, my sibling, and my parents out of the local park. Sad times.

I originally thought Elemental was going to have a villain when I watched it for the first time, as a lot of the movies I see nowadays all have villains, and I was surprised to see no antagonist, but I accept this, matter of fact, I find it a little refreshing, as again, most of the movies I see nowadays have villains, and some tropes can get a little old. I do wonder what it would have been like to see Mrs. Ripple as the villain, but I do still really like how she is officially, aside from the intense crying, her voice an personality feel like a real person I would know, especially when she talks about Ember's talent for the first time. I can't see her as a villain anyway, but if they did make her one, she'd be able to trick me.
