why doesnt creo just allow direct extrude of wrap 😤

There is no direct extrude of wrap in Creo but if there is requirement you can done by this method which is used in this video but there is alternate and that is SOLIDWORKS

Extrude the OD of the cylinder as a surface, wrap the sketch onto the quilt, create a trim feature to cut out the interior, thicken the quilt. Done.

Much better solution, but creo won't let you pattern the trim feature so you have to make 5 trims.
