Something I have discovered is that staff completely disregard paths. If you don't want guests walking into the backstage areas, don't put paths there at all (the staff will use the facilities whether or not they are connected by paths). Understandable if you like it for the looks, but I have been using the terrain tool with some scenery pieces for edging to make it look like I have paths in the backstage areas. This keeps guests on the main path and they are also more likely to venture deeper into the park.

I heard you liked waterfalls, so I put waterfalls in your waterfall's waterfall!

I think the main reason waterfalls work so well, is that they do provide an entertainment value. I can count the amount of people I know that like to stop and watch rocks on one hand, but everyone stops for a waterfall. Combine that with the sheer amount of waterfall features you have to place down to make the waterfall look like it's realistic, and you have a winning combination.
