The "water" pockets are natural gas. There's a tutorial for it, but can't remember if they were introduced in the main game or the first expansion. You use it to make oil pockets bigger and you pipe it directly to the businesses (not the rigs) for a nice profit. If you pipe it to the rigs, that just wastes money. There's also a heat mechanic with it using magma. Seems the connections to the businesses for the natural gas was removed, though.

No. Water is a new mechanic in the DLC. It is used to make drilling faster and cheaper and also necessary to produce petrol in a refinery
