Unfortunately it’s due to a complete lack of understanding how they are built and operate and it wouldn’t surprise me that the majority of vehicles discovered are simply too advanced to build or require AI to control the vehicle, another issue is logistics whilst the guard might actually be able to operate a hover tank, the resources and skills to operate and maintain them would difficult for any guard units and so tracks are a better option for a more standardized fighting force and because they’re lost in the massive labyrinthine storage planets

I really like that idea, could imagine a genestealer or chaos cult landing on one of these planets and having a field day gathering arms and tech only to run into an Inquisitor warbands and/or servitor squads... There could be all sorts of nasties lurking in the shadows of these planets....

Taking a design tip from the British Archer tank destroyer of WWII, which was a 17-pounder cannon mounted facing over the engine deck of the Valentine Mk I hull it was based on, for much the same tactical reasoning. It did have a psychological issue in combat, in that the breech of the gun recoiled to a point just short of the driver's head, so that if there was a failure in the recoil mechanism it could pulp the driver. Not the most comforting thought when you're sitting in the driver's position hearing the gun mechanism working just behind your head.

Real reason is because GW wants to tap into that historical wargamer market but in the lore its because these designs are easier to produce with minimal resource on any giver planet
