If the materials in the clay body or glaze that are off-gassing (and so making bubbles) start to do so at a temperature below the point at which the glaze starts to melt you may be able to hold the kiln at that point for a while to allow that process to complete before processing to the final temperature?

Yes, let the bubble to heal or smooth out. Sometimes you can even fire down, meaning slowly drop the temperature by controlling the firing schedule.

Applied wax resist and when dry it will stick to the cookie.
