Now its fasho degrees to the term, and it’s definitely gotten watered down to you were discovered and put through “the machine”. Industry plants usually have falsified origin stories, and labels/handlers spend years cultivating evidence to back up the origin story, while simultaneously training them for media appearances, performances, and studio recording. They usually have writers. Sometimes they do have a natural talent of their own, but their success story is falsified then, after years of preparation, they’re put through the machine, which then promotes their first release more than the average artist whos also been put through the machine. Setting the dtage to have as much longevity as time permits, or in some cases the labels wrote from the start, for them to have.

This guy makes great music and has a savvy manager with connections. He should be successful. Record labels sign artists all the time who never succeed, mostly because fans don't connect with them. For most labels, the success they earn with their few successful artists subsidizes their losses from the many artists who don't work out. If labels really had the power to create successful industry plants, they'd do it with all their artists. At the end of the day, labels can't make fans like someone's music.

Anyone who has worked in the record business knows that yes there are "industry plants" or people who get lots of money for promotion before establishing a user base, but most times they are pop artists who are great performers with a commercial sound like Iann Dior or rappers who have no following/journey, but all of a sudden are millionaires with loads of jewelry and no certifiable street creed like Designer. What is NOT an industry plant is someone who probably made ok music before, might have released a few tracks that didn't do a lot of numbers, and then meets an A&R or producer that they build a solid project with, create solid visuals, pull down the old tracks and also has someone who knows how to leverage YT/social ads to get their music heard (0.1 cent per 1000 views). If the the music is "good" (for a lack of a better word) they will have an established following that they can leverage into a partnership deal with a label or simply sign over their rights if they don't have the structure to run their own label services. From there getting an apple music interview is easy if the music is good. Moral of the story, not every artists who suddenly becomes popular is a plant. Most times they were just smart about how they released and also capitalized off any initial leverage they have (streams, followers, etc).
