You could probably pick axe some simple trenches off both sides of those vents just to create a natural path for water to flow away from them instead of into them. I have a stand on mower that could probably drive up that hill and mow the whole top down. You could probably pull a push up as well.

I think you are right. I wanted to rent a walk behind weed eater and clean it off. The top definitely needs to be regraded but a few people have mentioned some simple trenching might really help. I'm going to test a few things out! Thanks for the comment
