I think there's another way to look at the location that actually makes it the perfect fit for the Freedom. The CCP's strategy for claiming territory has been by military action and forcing others to adopt it's ideals and way of life. That sounds exactly like what Kira used the Freedom for. Hell, it's nicknamed the PeaceMAKER not Peacekeeper.

I see i lot of comments about how a freedom statue in china is ironic. Lets not forget that freedom gundam was created by ZAFT to destroy humans because coordinators felt superior. it was stolen before it could do that. it was never intended to be a symbol of freedom or peace, at least not for regular humans.
