The problem is that the orbitrol was very oily, when I was under the tractor I noticed and around the orbitrol it was oiled everywhere. I disassembled everything from the steering wheel to the orbitrol for more than 4-5 hours. Many parts have to be removed to get to the orbitrol in question. The repair itself was in the replacement of an O-ring with dimensions of 11.3 mm x 2.2 mm worth 1$. I cleaned and washed everything greasy with gasoline and it became perfectly clean. Then I put everything together without a problem and started the tractor. everything worked without a problem.
