Yep. When the runway is wet or there is a strong crosswind pilots will sometimes land hard.

It can be. It depends on the situation. For example, landing here at PHX with a 10,000+ feet of runway then no it's not. It just adds more wear and tear to the aircraft. But landing in Burbank... Where the runway is only 5,800 feet long... Yeah, it's better to land sooner, even if that means it's a hard landing.
