Foreigners may find this hard to believe, but it is no exaggeration to say that, from the Japanese point of view, Shinjuku is the dirtiest city in Japan. Still, I think it is extremely rare to see rats crawling out of sewage pipes or homeless people on the subway, as is the case in New York or Shanghai. It is definitely a clean city from a global perspective.
