Phil has pretty much made explicitly clear that he HATED working on FNAF Plus, at least towards the end. He had, in his own words, been put up on a pedestal by the fans that he didn’t want nor felt he deserved.

I was really hoping that fnaf plus was going to release but sadly not. Regard the controversy It wasn't because he was critical as he was way harsher on base security breach than ruin but it had to do with a bunch of stuff that took place on Twitter (because of course) it's just a big mess that snowballed right after he finished playing ruin. The creator of fnaf+ got banned from a controversy that started off with him expressing his opinions in the fnaf ruin dlc. This caused some people to comment against phisnom and his game. Which then caused an outbreak where Phisnom's community started to dox these people speaking against him, Phisnom then did nothing to stop his community but instead just spread drama. If i remember correctly it was his choice to stop producing fnaf+ to give himself sometime to reflect on his past action and behaviour.
